The Failure of the 28-Point Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the announcement of a new 28-point plan for ending the war appeared – momentarily – to have been defused. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: an extensive attack of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of conflicting incidents captured the bleak nature of the current period. By day, negotiation efforts are conducted: hopeful statements are released from different nations. Significant resources is expended on restraining specific proposals. By night, the Kremlin brutally reminds the world that, for them, war remains the key method for achieving "resolution".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is able to track rocket firings from across the border, a ability enabled by current data. From observation points, military aircraft that had been scrambled to counter approaching guided weapons roared overhead – sophisticated military planes delivered to Ukraine by Western partners.

Shortly after, Kyiv's anti-aircraft weapons activated: several firings targeted at a hostile projectile. This was a sophisticated defense system at work, probably delivered by partner states. Every firing shakes the surroundings, causing tremors. The instant of fear quickly becomes resigned acknowledgment: perhaps the incoming missile won't strike its target this time, preventing destruction from catastrophe and further power outages.

Persistent Threats

Not long after, a large-caliber weapon opened up on a aerial vehicle in the vicinity, part of a defensive team – almost certainly Western-made equipment. Unfortunately, the shots failed to hit the enemy aircraft – it continued its flight toward its destination.

Periodically, this carried on until dawn. Kyiv faced the daybreak reports: several casualties, devastation and utility failures in numerous residences as a result of the evening attack. As always, everyone still continued their routines – experiencing conflict. But those entire period illustrated Ukraine's essential dependence on external assistance – a dependence that neighboring countries are evidently unprepared to replace in the immediate future.

Unsuccessful Negotiations

The 28-point plan from American leadership provoked deep reactions, discussion and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.

Every new initiative from American administration unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually secure success. This cycle will, certainly, continue.

Tactical Assessments

It is tempting to accuse particular leaders of consistently pushing Russian terms. But that does not seem to be the entire situation. US administration operates on a assumption understood by seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The American government assumes that it is impossible to pressure the Kremlin to surrender the territory that it presently holds in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, US leadership does little to prevent Kremlin actions, through statements or actions, from believing that the current condition will not shift further in its benefit in the coming year.

Divergent Views

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their motivation to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leader remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing civilians and areas but avoiding a total frontline collapse until situations evolve in its benefit.

Existing Situation

Factually, there are no genuine requirements for a truce. Now, personal considerations are becoming relevant: leadership ambitions to broker a ceasefire and achieve global acclaim, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unacceptable, so that their priority does not move to homefront challenges. And although their objective will now be considerably more difficult after recent developments, it remains quite doubtful that this will change their overall approach.

These opposing factors are driving the talks.

Assessment and Future

It took a just a single week to eliminate the proposed articles of the latest plan. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, recent disclosures, all served their function.

While new plans based on old ideas are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and reflect specific hesitation to modify developments, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, primarily depend on sustained allied backing.
